Construction of Aviation Complex at Blue Area Islamabad

The Pakistan Airports Authority (Planning & Development Directorate) invites electronic bids from eligible bidders for the construction of the Aviation Complex at Blue Area, Islamabad. This high-rise building project includes 6 basements, ground plus 26 storeys, covering piling and earth retention works, civil works, architectural finishes, HVAC, elevators, escalators, electrical, ELV systems, plumbing, fire fighting, integrated building management system, façade system, BIPV system, metering, HT room, and infrastructure development works. Infrastructure works include PCC roads, concrete paver parking, storm water drainage, sewerage networks, and fire-fighting systems within the designated site boundaries. The procurement is under an international competitive bidding process using Single Stage-Two Envelope method with Least Cost Based Selection (LCBS) technique. Bidders must be registered on EPADS v2.0 to participate. Earnest money in the form of a bank guarantee amounting to PKR 350 million is required. The bid submission deadline is Thursday, October 8, 2026 at 11:00 AM via EPADS v2.0, with bid opening at 11:30 AM the same day. A pre-bid meeting will be held on September 14, 2026 at 11:30 AM at the Aviation Block New Islamabad International Airport Main Conference Room. The scope of work demands compliance with FIDIC Red Book 2017 conditions, and bidders must meet PEC registration requirements (Category C-A or FC-A for foreign constructors in JV). The project duration is 1645 days with a 728-day defects notification period. The contract includes detailed technical specifications, quality control, safety, environmental protection, and BIM requirements. The Contractor shall provide site offices, accommodation, transport, and all necessary facilities for the Engineer and Employer staff. The contract price is approximately Rs. 30.07 billion. Bidders are advised to visit the site and examine all conditions. The bid evaluation will be based on technical and financial criteria with a minimum passing mark of 350 out of 500. The contract will be awarded to the lowest evaluated responsive bidder. The procurement is governed by the laws of Pakistan and includes provisions for advance payment, performance security, and dispute resolution.
