Tender Description
This tender invites eligible bidders to execute comprehensive construction and infrastructure works under the Chief Minister Development Package for Dera Bugti, managed from Quetta, Balochistan. The procurement is based on composite schedule rates 2023 on percentage rates for the financial year 2026.

The technical scope covers civil construction, water supply infrastructure including pipe lines and storage tanks, installation of pumping machinery with solar power integration, and fencing works. The project demands specialized expertise in water supply and civil engineering works, with a focus on sustainable energy solutions through solarization.
Eligibility criteria require bidders to be registered on the Active Tax Payer List and not blacklisted by any procuring agency of Pakistan or Balochistan Revenue Authority. Firms must have completed at least two assignments of similar nature with a turnover of at least PKR 1,190,000,000 over the last three years, demonstrating financial capacity. Registration with Pakistan Engineering Council (PEC) category C-1 or above is mandatory, with relevant specialized codes CE09(ii) for Water Supply, CE10(i) for General Civil Engineering Works, and CE01(i) for Road and Pavements Drainage & Retaining Structure. A bid security of 2% of the estimated cost is required in the form of a bank guarantee or deposit at call from a scheduled bank.
