Bidders must be on the Active Tax Payer List and not blacklisted by any procuring agency of Pakistan. Registration with Balochistan Revenue Authority is mandatory. Bidders must have completed at least two assignments of similar nature with a minimum turnover of Rs. 76,621,211 PKR in the last three years. Financial capacity must be proven with affidavits confirming no conflict of interest, no blacklisting, no major litigation, and no non-performance in the last five years.
