Construction of BT Roads in District Killa Saifullah under Balochistan Special Development Initiative BSDI Phase-III 2026-27

The works require specialized knowledge in road pavement, drainage, and retaining structures. The scale of work is significant, with estimated costs ranging from approximately PKR 14.9 million to PKR 29.8 million per work. Eligibility criteria require bidders to be on the Active Taxpayer List (ATL) of FBR, not blacklisted by any procuring agency in Pakistan, and registered with the Balochistan Revenue Authority (BRA). Contractors must have completed at least two similar assignments in the past and demonstrate an average annual turnover of at least 70% of the estimated cost over the last three financial years. Registration with the Pakistan Engineering Council (PEC) Category C-5 and above (up to PKR 65 million) is required for most works, while Category C-6 and above (up to PKR 25 million) under Specialized Code CE01-(i) applies for rural RCC culverts. The tender fee is PKR 1,000 per work, payable via green challan to the specified government treasury account. Bidders must submit separate sealed technical and financial proposals for each work. A Bid Security of 3% of the estimated cost in the form of Bank Guarantee or Deposit-at-Call/Call Deposit Receipt (CDR) from a scheduled bank is mandatory.
