Tender Document

Tender Description

This tender invites qualified contractors to undertake the construction of a compound wall at Imam Bargah, construction and repair of water tanks, and construction of a cement concrete (CC) road in various villages within UC Gapno, Taluka and District Umerkot. The District Council Umerkot is overseeing this development project aimed at improving local infrastructure and water storage facilities. The works include excavation, brickwork, cement plastering, steel door installation, and laying of CC roads, all to be completed within a 12-month period. The project site is located in Umerkot, Sindh, where contractors will face typical regional challenges such as soil variability and logistical constraints in rural settings. The scope demands adherence to engineering standards for durability and safety, including proper excavation, concrete mixing, and finishing. Contractors must ensure quality workmanship in brick masonry, plastering, and installation of steel components, while managing material transportation and site safety effectively. Bidders must be registered with the Pakistan Engineering Council (PEC) in the relevant category for the fiscal year 2025-26, be active on the Federal Board of Revenue's Active Taxpayer List (ATL), and hold valid Sindh Revenue Board (SRB) registration. Compliance with these requirements is mandatory to ensure eligibility. The tender also requires submission of earnest money equal to 5% of the estimated cost and a non-refundable tender fee of Rs. 3,000. Contractors should prepare their bids carefully, including all mandatory documents and financial guarantees. The submission deadline is set for 16th April 2026 at 11:00 AM, with bid opening scheduled the same day at 12:00 Noon at the office of District Council Umerkot, Soriah Badshah Complex near Teen Talwar Chowk. Bids must be submitted electronically via the E-Pak Acquisition & Disposal System (E-PADS), with original bid security and tender fee instruments delivered in sealed envelopes prior to bid opening. Pro-Tip: Ensure all bid documents, especially the Call Deposit Receipt (CDR) for bid security and tender fee, are properly verified and submitted both electronically and in hard copy. Missing or invalid bid security is a common cause for disqualification. Also, carefully review the PEC category requirements and ensure your firm's registration is updated for 2025-26 to avoid rejection.
