Construction of District Complex at Khar and Ghalanai, Districts Bajaur and Mohmand

The Communication & Works Department, Government of Khyber Pakhtunkhwa, under the Khyber Pakhtunkhwa Rural Investment & Institutional Support Project (KP-RIISP), invites sealed bids from eligible bidders for the construction of district complexes in two locations: Khar in District Bajaur and Ghalanai in District Mohmand. This procurement is part of a World Bank financed project aimed at institutional strengthening and rural development in Khyber Pakhtunkhwa. Items being procured: - Package 5: Construction of District Complex at Khar, District Bajaur - Package 6: Construction of District Complex at Ghalanai, District Mohmand The scope includes full construction works for district complexes at the specified sites, requiring compliance with the technical specifications and standards outlined in the bidding documents. Bidders must be registered with PEC in the relevant category and possess valid FBR and ATL registration. A non-refundable bidding document fee of PKR 20,000 is required, payable via irrevocable letter of credit or call deposit receipt (CDR). A pre-bid meeting is scheduled for 18 August 2026 at 11:00 hours PST, with virtual participation options available via a Zoom link posted on the project website one day prior. Bids must be submitted in sealed envelopes to the Project Implementation Unit at House No. 8-BC Park Road, University Town, Peshawar by 15 September 2026 at 11:00 hrs. Technical bids will be opened publicly on the same day at 11:30 hrs, while financial bids will remain sealed until the second public bid opening. Bid security of PKR 37.00 million is mandatory, in the form of an unconditional bank guarantee or CDR. Bidders must also demonstrate plans to employ local unskilled and semi-skilled labor as per bidding requirements.
