Tender Description
The Registrar High Court of Balochistan Quetta invites sealed bids from eligible contractors for multiple construction works across various session divisions in Balochistan. The procurement includes the construction of a Drinking Water RO Plant with civil work facilities in eight session divisions including Harnai, Hub, Kalat, Qilla Saifullah, Mussakhail, Surab, Uthal, and Gwadar. Additionally, the tender covers the construction of three Day Care Centers at Session Court Pishin, Quetta Sessions Court/Katcheri, and Session Court Sariab. Another major component is the construction of Facilitation Centers at 25 session divisions such as Rakhni, Chaman, Dalbandin, Dera Allah Yar, Gawadar, Gandawa, Jhal Magsi, Hub, Kachi at Dhadar, Kharan, Khuzdar, Qilla Saifullah, Kohlu, Kuchlak, Loralai, Mastung, Mussakhail, Noshki, Panjgoor, Khanozai, Sibi, Turbat, Usta Muhammad, Uthal, Zhob, and Ziarat. The package also includes the construction of waiting sheds at five session divisions (Chaman, Pishin, Sibi, Uthal, and Gawadar) and additional waiting sheds at Khuzdar and Sariab.
The technical scope involves comprehensive civil works including building construction, water treatment plant installation, and site development across multiple locations. The estimated total cost is approximately **PKR 64.9 million**. Bidders must be registered with the Pakistan Engineering Council (PEC) in category C-5 or above with a specialized code CE10 for General Civil Engineering Works. Firms must be on the Active Taxpayer List (ATL) and not blacklisted by any procuring agency. Experience of completing at least three similar assignments in the last three years with a minimum turnover of **PKR 20 crore** is mandatory. Contract agreements for similar works in any government sector must be provided.
The deadline for submission is **21 May 2026** by 11:00 AM at the office of the Registrar High Court of Balochistan Quetta. Technical and financial proposals must be submitted in two separate sealed envelopes clearly marked with the work title and type of proposal. The financial bids of technically qualified bidders will be opened on the same day at 12:00 PM in the presence of bidders or their authorized representatives.
A practical tip for bidders is to ensure the earnest money (bid security) of 2% of the bid amount and a non-refundable tender fee of Rs. 5000 are deposited as per instructions. Also, carefully prepare the Power of Attorney, Conflict of Interest, Litigation History, and other required affidavits on judicial stamp paper duly attested to avoid disqualification. Timely submission and strict adherence to the bid document requirements will enhance chances of success.
