The Local Government & Rural Development Department Pishin invites sealed percentage based Electronic bids as per prevailing rates by B-CSR 2026 for the construction of flood protection wall, sewerage system, and solar street lights at Jalilabad and Malik Abad Mughtian, Tehsil Bostan, District Pishin. Items being procured: - Construction of flood protection wall - Sewerage system - Solar street lights This procurement is under the Balochistan Public Procurement Rules 2014. Bidders must be registered with PEC, Income Tax, and Balochistan Revenue Authority. Eligibility requires presence in Active Tax Payer List, no blacklisting by Pakistan Balochistan Revenue Authority, and completion of at least 2 similar works with a minimum value of PKR 24,493,000. PEC category C-5 and above (up to 65 million) with relevant code CE09(ii) (Water Supply) is required. Bidders must provide affidavits confirming no conflict of interest, no blacklisting, no major litigation or nonperformance in last 5 years, and no failure to sign contracts in Pakistan or internationally. Each project must have at least 80% similar work and cost at least 50% of the estimated cost. Maintenance, patchwork, rehabilitation, and subcontracted works are not accepted. Bid security of 3% of the estimated cost must accompany bids in the form of Bank Guarantee or Deposit at Call. Tender processing fee of PKR 2000 in NBP A/C 4157218156 is required.
