Construction of Hostel Block for Labor at Gaddani District Hub

The Modernization and Upgradation of Gadani Shipbreaking and Recycling Industry and Development of Allied Facilities (MUGSBRI) under the Balochistan Development Authority is procuring the construction of a hostel block for labor at the Gaddani District Hub in Balochistan. This project is part of the FY 2025-26 development plan and aims to provide adequate accommodation facilities for laborers working in the shipbreaking and allied industries in Gaddani. The technical scope includes extensive civil works such as excavation, concrete works, masonry, plastering, flooring with marble and tiles, woodwork including doors and windows, electrical wiring and fittings, plumbing with sanitary fixtures, and finishing works including painting and polishing. The project also involves installation of electrical equipment, lighting fixtures, and HVAC systems. The scale of work is significant, covering structural, architectural, mechanical, and electrical disciplines to ensure a fully functional hostel facility. Eligible bidders must have a valid PEC registration in the relevant category, be registered with FBR and ATL, and demonstrate experience with at least one building project of 80% of the estimated cost or two projects totaling 100% completed in the last five years. Joint ventures are allowed with up to two members. Technical and financial bids will be evaluated under the Least Cost Based Selection (LCBS) method. The bid submission deadline is Monday, May 25, 2026, at 10:00 AM via the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal. Bidders must submit their bids electronically and provide the original bid security to the Balochistan Development Authority office in Quetta. The technical bid opening will be on the same day at 11:30 AM. Manual submissions are not accepted.
