Tender Description
The Communication & Works Department, Government of Azad Jammu & Kashmir, invites bids for the construction, improvement, reconditioning, and blacktopping of multiple link roads in Kotli City District. This procurement covers a total of 30 kilometers of link roads across various constituencies, with individual road lengths typically around 0.5 kilometers. The scope includes civil works such as road surface preparation, reconditioning, and application of blacktopping to improve road quality and durability.
Eligible bidders must be registered with the Pakistan Engineering Council (PEC) under categories C-6 with specialization codes CE-01 and CE-02, and must have endorsement from the Communication & Works Government of AJ&K for the financial year 2025-26. Firms must also be registered with the Federal Board of Revenue (FBR) and appear on the Active Taxpayers List (ATL). Experience in similar road infrastructure projects is essential to meet technical requirements.
The bidding process follows the Single Stage-Single Envelope E-Bidding System as per AJK PPRA Rules 36(a). Interested contractors should obtain their username and login details from the IT Section of the Chief Engineer Highways Office in Muzaffarabad. Bidding documents and instructions are available for download from the contractor's dashboard. The earnest money (bid security) must be submitted as a scanned copy of Bank Receipt or CDR in the specified divisional joint accounts and uploaded on the E-Bidding dashboard.
The deadline for bid submission is 11 May 2026 at 12:00 PM, with bid opening scheduled immediately thereafter. Hard copies of original bank receipts or CDRs along with signed bidding documents must be submitted within 48 hours after bid opening. Performance security of 5% of the bid price is required, with additional security if the bid is below 10% of the engineering estimate.
A practical tip for bidders is to ensure all technical profiles are uploaded in PDF format only, as the E-Bidding system does not support other file types. Also, timely submission of hard copies after electronic bid submission is critical to avoid disqualification. Bidders should carefully review all requirements to avoid penalties or bans for non-compliance.
