Tender Description

The Office of the Executive Engineer PWD Highways Division Kotli, Azad Jammu & Kashmir, is procuring construction, improvement, reconditioning, and blacktopping works for multiple link roads within Kotli District. This procurement covers approximately 30 kilometers of link roads per constituency (LA-13) in Khuiratta, Kotli. The scope includes blacktopping, construction of culverts, and multi-span box culverts on various 0.5 to 1 km road sections across different localities such as Mahalla Babaay Khoar Shokat, Thindi Kassi Jaba, Mahalla Haji Razaq Koli, and others. The technical scope requires contractors licensed by the Pakistan Engineering Council with endorsement in the Communication & Works Government of AJ&K for the financial year 2025-26. Eligible firms must hold PEC categories C-5 or C-6 with specialization codes CE-01 and CE-02. The contract duration is 24 months for each road section. Bidders must submit earnest money in the form of CDR or bank receipt as bid security, with performance security fixed at 5% of the bid price. Additional performance security is required if the bid is below 10% of the engineering estimate. The tender follows a single stage-single envelope e-bidding system. Interested bidders should register and obtain login credentials from the IT Section, Office of the Chief Engineer Highways Muzaffarabad. Electronic bids must be submitted by 11 May 2026 before 1:30 PM, with bid opening scheduled immediately after. Hard copies of original bank receipts or CDRs along with bidding documents must be submitted within 48 hours after bid opening. A practical tip for bidders is to ensure all technical profiles are uploaded in PDF format only, as the e-bidding system does not support other file types. Also, submitting incomplete hard copies after e-bidding may lead to disqualification and a two-year ban from future tenders.
