The Executive Engineer Urban Planning & Development Department Quetta Division Quetta invites bids from eligible bidders for execution of construction and improvement works for the year 2026 based on composite schedule rates 2023 on percentage rates. Items being procured: - Construction & Improvement of Building - Roads - Sewerage Systems - Tuff Tiles - Street Lights at Ali Villas Hazara Town, Raisani Town, Microwave Colony Brewery Road, Hazara Town, Kharotabad, Christian Colony & Khezl, Quetta. Procurements shall be made under the Balochistan Public Procurement Rules 2014. Eligibility of bidders requires presence in Active Tax Payer List, no blacklisting by Pakistan Balochistan Revenue Authority, and registration with Pakistan Engineering Council (PEC) category C-4 and above (upto 2026). Bidders must have completed 2 assignments of similar nature with turnover of at least PKR 52,251,500 in the last financial year and demonstrate financial capacity. Affidavit confirming no conflict of interest and no blacklisting is mandatory. International bidders must have completed at least 2 similar projects in last 5 years with minimum 80% work and cost share. Maintenance, patchwork, rehabilitation and subcontracted works are not accepted. Bidders must have completed at least 3 similar projects in last 5 years with minimum 80% work and cost share. CDR and Green Challan are required. Tender documents including NIT and bidding documents can be obtained electronically from www.bppra.gob.pk. Complete bidding documents can be viewed at www.bppra.gob.pk. Last date of bid submission is 22 September 2026 at 09:00 AM through supplier dashboard. Tender opening will be same day at 10:00 AM on EPPS System. Bids must accompany Bid Security in form of Bank Guarantee or Deposit at Call of 3% specified in the name of under-signed from scheduled bank.
