The Executive Engineer Urban Planning & Development Department Quetta Division Quetta invites bids from eligible bidders for the execution of construction and improvement works for the year 2026 based on composite schedule rates 2023 on percentage rates. Items being procured: - Construction & Improvement of Building - Roads - Sewerage Systems - Tuff Tiles - Street Lights at Ali Villas Hazara Town, Raisani Town, Microwave Colony Brewery Road, Hazara Town, Kharotabad, Christian Colony & Khezi, Quetta. Procurements shall be made under the Balochistan Public Procurement Rules – 2014. Eligibility criteria include presence in Active Tax Payer List, no blacklisting by any procuring agency of Pakistan, Balochistan Revenue Authority registration, and completion of 2 assignments of similar nature with a minimum turnover of Rs. 52,251,500 PKR in the last 11 years. Financial capacity must be proven with PEC registration in category C-4 and above (up to 200 million) with relevant specialized code CE10(i) for General Civil Engineering Works. Bidders must confirm no conflict of interest, no major litigation, no nonperformance in last 5 years, and no failure to sign contracts in Pakistan or internationally. Each project must have at least 80% similar work and cost at least 50% of the estimated cost. Maintenance, patchwork, rehabilitation, and subcontracted works are not accepted. The procedure of procurement is Single Stage Two Envelope Bidding. Bid security must accompany the bid in the form of Bank Guarantee or Deposit at Call of 3% of the bid amount in the name of the undersigned from a scheduled bank.
