The works require specialized knowledge in civil construction, sewerage systems, and solar energy installations. Eligibility criteria demand registration with the Pakistan Engineering Council (PEC) in category C-6 or above with specialized codes EE11(i) Solar, EE11(j) Solar Energy, EE11(m) Solar Energy System, EE11(v) Solar Installation, CE10, CE01, C6(11), and CEO(9) for sewerage works. Bidders must be on the Active Taxpayer List (ATL) and not blacklisted by any procuring agency. Experience of at least three similar assignments and turnover of 70% of bid cost in the last three years is mandatory. The tender fee is PKR 1500, payable via green challan under account C-3870. Earnest money is 4% of the estimated cost in the form of a bank guarantee or deposit.
