Tender Description
The Ministry of National Health Services Regulation and Coordination in collaboration with the Capital Development Authority (CDA) Islamabad is procuring construction services for the King Salman Bin Abdullaziz Al Saud Hospital and its allied buildings located in Islamabad Capital Territory. This project involves comprehensive civil, architectural, structural, mechanical, electrical, plumbing, firefighting, HVAC, medical gas systems, and external works directly related to the hospital complex. The procurement is planned for the financial year 2026-27 with a contract duration of approximately 700 days from the award date.
The technical scope includes the construction of hospital buildings with a minimum capacity of 200 beds, incorporating infection control measures, healthcare IT infrastructure, and compliance with international standards such as JCI accreditation and LEED certification. The project requires mobilization of specialized equipment including mobile cranes, tower cranes, concrete batching plants, and advanced surveying instruments. The contractor must demonstrate experience in similar large-scale hospital projects, with a minimum contract value of USD 20 million for international lead partners and USD 10 million for local partners.
Eligibility criteria mandate a joint venture comprising at least one Saudi contracting company and one Pakistani firm, with the local partner registered with the Pakistan Engineering Council in category C-A. Bidders must provide valid registration certificates, PEC licenses, FBR tax registration, and affidavits confirming no blacklisting or non-performance in the last ten years. Financial soundness is critical, requiring a minimum bank credit line of PKR 2 billion and audited financial statements for the last three years.
The tender documents are available on the EPADS v2.0 platform, and all bids must be submitted electronically through this system by Monday, August 24, 2026, at 3:00 PM. The bid opening will occur the same day at 3:30 PM. Manual submissions are not accepted. The bid security amount is PKR 200 million, payable in the form of a pay order, banker's cheque, call deposit, or demand draft. The performance security required upon award is 10% of the accepted contract amount.
A practical tip for bidders is to ensure timely registration and familiarization with the EPADS v2.0 system, as electronic submission is mandatory. Early preparation of the technical proposal, including detailed construction schedules, quality assurance plans, and health and safety measures, will enhance compliance with evaluation criteria. Attention to the joint venture agreement and ensuring all partners meet eligibility requirements is essential to avoid disqualification.
This procurement offers a significant opportunity for qualified firms to participate in a landmark healthcare infrastructure project in Islamabad, with stringent evaluation based on technical capability, financial strength, and relevant experience.
