Construction of Playgrounds Upgradation under Good Governance Road Map in Khyber Pakhtunkhwa

The Directorate of Works and Implementation, Sports & Youth Affairs Department Khyber Pakhtunkhwa invites electronic bids from eligible firms for the construction and upgradation of playgrounds identified under the Good Governance Road Map (GGRM) for the fiscal year 2026-27. This procurement is conducted under the Single Stage Two Envelope Procedure through the E-Pak Acquisition and Disposal System (E-PADS) online portal. Items being procured: - Shaheedabad Playground at Peshawar (Estimated Cost: 8.000 Million PKR) - Wali Abad Playground at Peshawar (8.000 Million PKR) - Meri Cricket Ground at Kohat (30.000 Million PKR) - Kohat Sports Complex at Kohat (20.000 Million PKR) - Mini Sports Complex at Hangu (6.000 Million PKR) - Latambar Ground at Karak (6.000 Million PKR) - Tank Stadium at Tank (25.000 Million PKR) - Sports Complex Mardan at Mardan (8.000 Million PKR) - City Sports Complex at Abbottabad (8.000 Million PKR) - Ouch Playground at Dir Lower (8.000 Million PKR) - Warsak Playground at Dir Lower (9.000 Million PKR) - Tehsil Playground at Shabqadar at Charsadda (9.000 Million PKR) - Ghazi Tehsil Playground at Haripur (29.000 Million PKR) - Kot Najibullah at Haripur (26.000 Million PKR) The scope includes construction and upgradation of playgrounds and sports complexes across multiple districts in Khyber Pakhtunkhwa. Bidders must have valid registration with Pakistan Engineering Council (PEC) in the relevant category (C5 or C6 and above), be registered with Khyber Pakhtunkhwa Revenue Authority (KPRA), and be on the Active Taxpayer List (ATL). Technical evaluation will follow the criteria defined in the bid solicitation documents. All bids must be accompanied by a Bid Security of 2% of the Engineer's Estimate along with any additional security as applicable. Bids including Technical Bid, Financial Bid, CDR, and additional security or rate analysis must be submitted online via the E-PADS portal (https://kp.eprocure.gov.pk/) on or before the last submission date and time. The Technical and Financial Bids must be duly signed and stamped by authorized representatives. The CDR hard copy must reach the office of the undersigned before the deadline. The procurement follows the Single Stage Two Envelope Procedure under Rule 12(2)(b) of the KPPRA Rules, 2014. Bidders are advised to quote rates electronically above, below, or at par for priced BOQ/Engineer Estimate based on MRS-2025 and NSI items. Only two digits after the decimal point will be considered for evaluation. Bidders must have completed at least two similar projects in the last five years with a value not less than 70% of the estimated cost. Joint Ventures are not accepted. Ownership or lease agreements of key construction equipment relevant to playground works must be demonstrated. The tender opening dates for technical and financial bids vary by project and are scheduled between 6th and 7th October 2026. The financial bid opening date will be announced after approval of the technical bid. Bids will remain valid for 90 days. The competent authority reserves the right to reject any or all bids. A practical tip for bidders: Ensure your PEC registration category matches the required C5 or C6 and above, and submit all bid documents timely through the E-PADS portal to avoid disqualification due to procedural lapses.
