Construction of RCC Retaining Walls Along Main Road-C at OPF Housing Scheme, Zone-V, Islamabad

The Overseas Pakistanis Foundation (OPF) invites electronic bids for the construction of RCC retaining walls along Main Road-C at OPF Housing Scheme, Zone-V, Islamabad. This procurement is for civil works under contract reference P143688 for the fiscal year 2026-27. The project involves excavation in shingle or gravel formation, compaction of earthwork, construction of RCC retaining walls, PCC lean concrete, foundation raft, fabrication of mild steel reinforcement, and embedding PVC water stoppers in expansion joints. The detailed items being procured include: - Excavation in shingle or gravel formation (85,080 Cft) - Compaction of earthwork with power road roller (40,500 Cft) - RCC 1:1.5:3 retaining wall (47,100 Cft) - PCC 1:4:8 lean concrete (1,650 Cft) - RCC 1:1.5:3 foundation raft (21,300 Cft) - Fabrication of mild steel reinforcement (142.26 Tons) - Providing and embedding 10" PVC water stopper (1,920 Rft) The contractor is responsible for complete execution including site investigation, soil testing, excavation, dewatering, shoring, formwork, reinforcement, concrete works, curing, drainage, backfilling, and compaction. Shop drawings, bar bending schedules, and method statements must be submitted for approval prior to execution. All necessary labor, materials, machinery, testing, and safety arrangements are included in the scope. Eligibility requires PEC registration in category C-4 or above with specialization codes CE01, CE10, CE04. Bidders must be registered on EPADS v2.0 and submit bids electronically by 22 October 2026 at 12:00 PM. Bid security is required in the form of Pay Order, Call Deposit, or Demand Draft. Technical evaluation is based on a Least Cost Based Selection (LCBS) method with a 70% passing mark. The contract duration is 120 days with a commencement date within 7 days of contract award. Bids will be opened electronically on the same day at 12:30 PM. Manual bids will not be accepted.
