Tender Description
The National Grid Company of Pakistan (NGC) invites bids for the construction of a residential colony and allied facilities at the 220/132KV Grid Station NGCP Mirpur Khas. This project is being executed under NGC's own resources and involves comprehensive civil works including earthworks, reinforced concrete, brickwork, plumbing, electrical installations, landscaping, and finishing works as detailed in the Bill of Quantities. The scope covers site preparation, construction of buildings, infrastructure, and allied facilities in Mirpur Khas, Sindh.
The technical scope includes jungle clearance, earth compaction, excavation, termite proofing, concrete works, RCC piles, brickwork, plastering, flooring, electrical wiring, plumbing, HVAC installations, and landscaping. Materials and workmanship must comply with WAPDA/NGC standard specifications. The contractor is responsible for all consumables, site facilities, and ensuring quality control including testing of concrete, steel, and other materials. The project duration is 650 days from commencement.
Eligibility criteria require bidders to be licensed by the Pakistan Engineering Council (PEC) in category C-2 with relevant codes, registered on the Active Taxpayers List (ATL) of FBR and provincial authorities, and not blacklisted by any government or public department. Bidders must demonstrate experience of similar works worth at least PKR 893.37 million completed in the last 10 years, with qualified key personnel and financial capability including minimum average annual turnover of PKR 446.68 million.
Bidding documents can be obtained from the Chief Engineer (MP&M) NGC office in Lahore upon payment of PKR 5,000. Bids must be submitted electronically via e-PADS by 20-05-2026 at 11:00 AM PST. Bid security of PKR 18 million is required in original before bid submission deadline. Technical bids will be opened publicly on the same day at 11:30 AM PST at the NGC Lahore office. The contract will be awarded on a single stage two envelope basis.
A practical tip for bidders is to ensure thorough site inspection and understanding of local conditions before bidding, as ignorance of site conditions will not be accepted for claims. Also, strict compliance with bid submission requirements including timely submission of original bid security and complete documentation is critical to avoid disqualification.
