Tender Description
This tender invites contractors registered with the Pakistan Engineering Council (PEC) for the construction of twelve residential flats, six each of Category IV and Category V, along with all allied civil works at the 132KV Grid Station located in Allama Iqbal Industrial City, Faisalabad. The project demands high-quality construction materials and skilled workmanship to meet the engineering standards required for residential accommodations within an industrial zone. The site presents typical challenges such as ensuring structural integrity and compliance with safety regulations in an industrial environment.
Contractors must hold a valid PEC registration for 2025-26 with specialization code CE-10 and demonstrate experience by having completed at least two similar contracts awarded by WAPDA, NTDC, or DISCOs within the last ten years. The combined value of these contracts should exceed 40% of the estimated cost. Additionally, bidders must be on the Active Taxpayer List (ATL) and provide income tax returns for the last three years. Registration with the Punjab Revenue Authority for sales tax is mandatory. Financial strength is also assessed, requiring an average annual turnover of at least half the tender value over the past three years and proof of cash or cash equivalents equal to 10% of the contract value.
The PEC category required is C4 with specialization CE-10, ensuring contractors have the technical capacity for this scale of work. Compliance with FBR and ATL status is essential, and bidders should ensure their documentation is up to date for the fiscal year 2025-26. This includes valid tax returns and registration certificates, which are critical for eligibility.
The submission deadline is set for the 1st of April, 2026, with bid opening scheduled at 11:30 AM for receiving and 1:30 PM for opening at the office of the Project Director GSC FESCO Faisalabad.
