Tender Description
This tender invites pre-qualification applications from firms for the construction of residential, non-residential, and service facilities in Quetta under the Military Engineer Services, Engineer-in-Chief Branch, GHQ. The project is based in Quetta, Balochistan, and involves comprehensive construction works including civil, electrical, mechanical, and plumbing services. Firms must demonstrate experience with similar projects and provide detailed work orders, project locations, and completion certificates.
The scope requires firms to be enlisted with the Pakistan Engineering Council (PEC) in Category C-2 or above, with validity up to June 2026. Preference is given to firms enlisted with MES in Category A. The project demands strong technical and financial credentials, including bank statements, NTN certificates, and income tax returns for the last three years. The engineering challenges include managing multi-disciplinary construction activities in Quetta’s terrain and ensuring compliance with military standards.
Applicants should ensure their PEC category aligns with the project requirements and maintain an active FBR ATL status for the fiscal year 2025-26. Firms not enlisted with MES must provide a refundable 2% bid security. The tender process emphasizes strict adherence to PPRA rules and requires no outstanding DI&E recoveries.
The submission deadline is set for 03 March 2026 at 11:30 AM, with bid opening at 12:00 PM on the same day at the Engineer-in-Chief’s Branch, GHQ Rawalpindi. Interested firms should submit their applications in sealed envelopes to the specified address.
Pro-Tip: Make sure to verify the Earnest Money and Call Deposit Receipt (CDR) requirements carefully, as non-compliance with bid security conditions often leads to disqualification. Also, double-check the PEC enlistment validity and ensure all documentation is complete to avoid rejection.
