Tender Description
This tender invites qualified contractors in Karachi to undertake the construction of roads across Union Councils 23, 24, 29, and 30 under ADP #2223/2025-26. Issued by the Karachi Metropolitan Corporation Engineering Department, it covers comprehensive road works including dismantling, sub-base preparation, aggregate base course laying, and asphalt concrete wearing course application. The project also includes water supply and sewerage works such as excavation, RCC pipe laying, manhole construction, and pumping set hire. The estimated cost is PKR 175,389,620 with a completion timeline of 12 months.
The scope demands high-quality materials and workmanship, with strict adherence to specifications and standards. Contractors must ensure proper site management, including safety, environmental protection, and compliance with local laws. The project requires mobilization of heavy machinery like bulldozers, motor graders, dump trucks, and excavators. The site is located in Karachi, a city with unique engineering challenges including urban congestion and variable soil conditions.
Bidders must be registered with the Pakistan Engineering Council in relevant categories and be on the active tax payer lists of FBR and Sindh Revenue Board. PEC registration, valid electrical licenses (where applicable), and audited financial statements for the last five years are mandatory. The contractor must also submit an Integrity Pact and provide a bid security of 5% of the estimated cost. The bid validity period is 90 days, and the performance security required is 5% of the contract price.
Submission deadline is on the 17th of February 2026 at 11:00 AM via the SPPRA e-Procurement system (EPADS). Bids will be opened online on the same day at 11:30 AM. The physical address for correspondence is the Office of The Chairman Procurement Committee, Engineering Department, Karachi Metropolitan Corporation, Office #01, Behind Dawood Engineering University, Muslimabad, Karachi. The bid must be submitted electronically; manual submissions are not accepted.
Pro-Tip: Ensure your bid documents are complete with all required certifications and financial documents. Pay special attention to the Integrity Pact and bid security submission, as missing these can lead to disqualification. Also, check the SPPRA website for any corrigenda or amendments before submission.
