Tender Description
The Modernization and Upgradation of Gadani Shipbreaking and Recycling Industry and Development of Allied Facilities (MUGSBRI) invites bids for the construction of a school at Gaddani District Hub in Balochistan. This procurement is managed by the MUGSBRI under the Balochistan Development Authority located in Quetta. The project involves comprehensive civil works including building construction based on the Composite Schedule of Rates 2023, covering a wide range of construction activities and materials as detailed in the bidding documents.
The scope includes site preparation, structural works, finishing, and allied facilities development with a delivery period of 27 days. Eligible bidders must be registered with PEC in the relevant category, possess valid FBR/ATL registration, and demonstrate experience with at least one similar project completed in the last five years with a minimum cost of 80% of the estimated cost or two projects totaling 100%. Joint ventures are allowed with a maximum of two members.
Bids must be submitted electronically via EPADS v2.0 by 10:00 AM on Monday, May 25, 2026, with bid opening scheduled for 12:00 PM the same day. Manual submissions are not accepted. The bid security must be submitted in the form of Pay Order, Call Deposit, or Bank Guarantee, and the performance guarantee is set at 10% of the contract price. The procuring agency emphasizes compliance with all technical and financial requirements and encourages bidders to carefully review the bidding documents and site conditions.
A practical tip for bidders is to ensure timely registration on EPADS v2.0 and to prepare all technical and financial documents meticulously to avoid disqualification. Early site visits and thorough understanding of the technical specifications will enhance bid responsiveness and competitiveness. The department also provides a tutorial for EPADS registration to assist bidders in the process.
