Tender Description
The Executive Engineer Provincial Highway Division Khairpur invites bids for the construction of surface drains, paver block, cement concrete (C.C) block, and culverts along with the reconditioning of the road from Ahmedpur Manghanwari Road to Chatan Shah, covering a distance of 3.00 kilometers in Taluka Kingri, District Khairpur Mir's, Sindh. This project involves comprehensive civil works including earthworks, sub-base preparation, asphalt laying, and installation of drainage and paving blocks to improve the road infrastructure and drainage system in the area.
The technical scope covers excavation, concrete works, brick laying, surface drainage construction, and installation of electrical items such as a 25 Kv transformer and traffic signage. The work is to be executed as per the Composite Schedule of Rates and includes all materials, tools, plant, and labor. The contract duration is 12 months from the written order to commence, with a bid validity of 90 days. Bidders must be registered with the Pakistan Engineering Council (PEC) in relevant categories and possess valid FBR and Sindh Revenue Board registrations. Experience in similar road and drainage works over the last three years is mandatory, supported by completion certificates and financial turnover evidence.
The bid security is 5% of the estimated cost, and bids must be submitted electronically via the E-Pak Acquisition and Disposal System (EPADS) portal by 29-06-2026 at 10:00 AM, with technical proposals opened the same day at 10:30 AM. Financial bids of technically qualified firms will be opened later. The submission must include all required documentation, including audited financial reports, bank certificates, and machinery lists. A practical tip for bidders is to ensure all documents are complete, properly attested, and submitted on time through the EPADS portal to avoid disqualification. The earnest money in the form of CDR must accompany the bid to be considered responsive.
This tender offers a significant opportunity for contractors specializing in road construction and civil works in Sindh to contribute to vital infrastructure development under the supervision of the Executive Engineer Provincial Highway Division Khairpur. Strict adherence to specifications, timelines, and submission requirements is essential for successful participation.
