Construction and Upgradation of Playgrounds under Good Governance Road Map in Khyber Pakhtunkhwa

The Sports and Youth Affairs Department Khyber Pakhtunkhwa invites electronic bids through the E-Pak Acquisition and Disposal System (E-PADS) for the construction and upgradation of multiple playgrounds and sports complexes across various cities in Khyber Pakhtunkhwa. This procurement is under the Good Governance Road Map (GGRM) ADP NO: 34/260526 (2026-27). The works include construction and upgradation of the following playgrounds and sports facilities: - Shaheedabad Playground, Peshawar (Rs. 8.000 Million) - Wali Abad Playground, Peshawar (Rs. 8.000 Million) - Meri Cricket Ground, Kohat (Rs. 30.000 Million) - Kohat Sports Complex, Kohat (Rs. 20.000 Million) - Mini Sports Complex, Hangu (Rs. 6.000 Million) - Latambar Ground, Karak (Rs. 6.000 Million) - Tank Stadium and Sports Complex, Tank (Rs. 25.000 Million) - Mardan Sports Complex, Mardan (Rs. 8.000 Million) - City Sports Complex, Abbottabad (Rs. 8.000 Million) - Ouch Playground, Dir Lower (Rs. 8.000 Million) - Warsak Playground, Dir Lower (Rs. 9.000 Million) - Tehsil Playground, Shabqadar (Rs. 9.000 Million) - Ghazi Tehsil Playground, Charsadda (Rs. 29.000 Million) - Kot Najibullah, Haripur (Rs. 26.000 Million) The scope covers civil construction works for playgrounds and sports complexes including site preparation, structural works, and finishing as per the approved designs and specifications. Bidders must have valid Pakistan Engineering Council (PEC) registration in the relevant category, be registered with Khyber Pakhtunkhwa Revenue Authority (KPRA), and be on the Active Taxpayer List (ATL). A bid security of 2% of the engineer's estimate is required along with any additional security as per KPPRA rules. Bids must be submitted electronically via the EPADS portal before the specified deadlines for each lot. The technical and financial bids must be signed and stamped by authorized representatives. Hard copies of CDRs must reach the Directorate of Works & Implementation office before the closing date. The procurement follows the Single Stage Two Envelope procedure under KPPRA Rules 2014. Bidders should have completed at least two similar projects in the last five years, each worth at least 70% of the engineer's estimate. Joint ventures are not accepted. Ownership or lease agreements for key construction equipment such as excavators, rollers, compactors, and concrete mixers must be demonstrated. The department reserves the right to reject any or all bids with valid reasons. In case of a tie, the successful bidder will be decided by open draw. Bids remain valid for 90 days.
