Construction of VCB Panel Room at BBSUTECH, Khairpur Mirs

The Benazir Bhutto Shaheed University of Technology and Skill Development Khairpur Mirs invites bids for the construction of a VCB Panel Room at BBSUTECH, Khairpur Mirs. This procurement is for civil works under the Composite Schedule of Rates (CSR) and item rate basis. The project involves repair and renovation works at various university sites including Gambat and Khairpur Mirs, with this specific tender focusing on the VCB Panel Room construction. Items being procured: - Repair & Renovation of Nisar Ahmed Siddiqui IT Center, Gambat - Repair & Renovation of Nisar Ahmed Siddiqui IT Center, Thari Mirwah - Construction of MS Steel Grill at New Land, BBSUTECH, Khairpur Mirs - Construction of VCB Panel Room at BBSUTECH, Khairpur Mirs The scope includes use of approved quality materials such as Lucky Cement, DG Cement, Falcon Cement, Bholhari Hill Sand, Crush Stone from Ubhan Shah quarry, burnt bricks from Karamabad, and Amreli Steel or equivalent. Concrete mixing must be mechanically operated with proper aggregate and water ratio. The contractor is responsible for site clearance, safety measures including PPE for workers, and deployment of a full-time engineer at the site. All materials and mixes must be tested from recognized laboratories with timely submission of test reports. Eligibility criteria require valid registration with FBR, Sindh Revenue Board, and PEC with specialized codes CE01, CE10 & EE04. Electrical Inspector license is mandatory except for the VCB Panel Room work. Experience of similar works with at least one contract of 80% estimated cost or two contracts of 50% estimated cost in the last five years is required. Financial turnover must meet or exceed the estimated cost. Bidders must submit CNIC copies, financial statements, tax returns, bank statements, audited reports, and affidavits confirming no blacklisting or litigation involvement. Bids must be submitted electronically through EPADS portal. Tender fee is Rs. 1000 and bid security is Rs. 0.039 million in the form of Call Deposit Receipt from a scheduled bank in favor of the university. Technical bids will be opened on 18-11-2026 at 12:30 PM, followed by financial bid opening of qualified bidders. In case of holidays or office closure, submission and opening will be deferred to the next working day. The contract period is three months from the date of commencement. Liquidated damages apply at 0.05% of estimated cost per day of delay, capped at 10%. No mobilization advance is allowed. The procuring agency reserves the right to reject any or all bids as per Sindh Public Procurement Rules 2010.
