Tender Description
This tender invites qualified contractors to undertake the construction of multiple water tanks, RCC underground reservoirs, and extensive brick pavements across various villages in Umerkot District, Sindh. The District Council Umerkot is procuring these works under the Single Stage – One Envelope Procedure, ensuring transparency and compliance with Sindh Public Procurement Regulatory Authority Rules 2010 (amended). The projects include excavation, concrete works, brick paving, and installation of submersible pumps, all critical for improving local infrastructure and water management.
The scope covers civil works such as excavation in soft and hard soils, RCC works with reinforcement, brick masonry, plastering, and installation of steel doors and UPVC pressure pipes. The sites are spread across multiple union councils and villages, requiring contractors to manage logistics and site challenges effectively. The engineering demands include proper compaction, waterproofing, and structural integrity to withstand local environmental conditions. The projects have a completion period of 12 months, emphasizing timely execution.
Bidders must be registered with the Pakistan Engineering Council (PEC) in the relevant category for the fiscal year 2025-26, hold active NTN and Sindh Revenue Board registrations, and be on the Active Taxpayer List (ATL) of FBR. The tender requires submission of earnest money equal to 5% of the estimated cost and a non-refundable tender fee of Rs. 3,000. Contractors should provide evidence of financial capacity, technical staff, machinery, and past performance in similar works. Compliance with all statutory obligations and submission of an affidavit on E-Stamp paper regarding litigation and blacklisting status is mandatory.
The submission deadline is set for 16-04-2026 at 11:00 AM, with bid opening at 12:00 Noon the same day at the office of District Council Umerkot, Soriah Badshah Complex near Teen Talwar Chowk. Bids must be submitted electronically via the E-Pak Acquisition & Disposal System (E-PADS), accompanied by scanned copies of tender fee and bid security. Original instruments must be delivered in sealed envelopes before bid opening. The procuring agency reserves the right to reject any or all bids as per SPPRA rules.
