Construction Works at Creeks Area and Karachi

The Pakistan Navy Military Engineer Services (MES) invites pre-qualification applications from firms and contractors for various construction works at the Creeks area and Karachi. The tender is issued by HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad. Additionally, a list of enrolled manpower including engineers with valid PEC numbers, details of tools, plants, and machinery held, bank statements for the last two years, and valid NTN, FBR, PEC, and MES registration certificates are mandatory. Firms not registered with the Pakistan Engineering Council or those who have not renewed their registration up to 30th June 2027 will not be considered. The tender documents will be issued only to prequalified firms who will be required to deposit a bid security equal to 2% of the quoted bid cost in favor of DW&CE (Navy) Islamabad. This amount is refundable to unsuccessful bidders. The tender submission deadline is 18 August 2026 by 1130 hours at HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad. The technical and financial bids will be opened on the same day at 1200 hours. Evaluation will be based on criteria formulated by HQ DW&CE (N). The lowest evaluated responsive bid will be accepted. The accepting officer reserves the right to reject any or all applications as per para-33 of PPRA rules 2004. Incomplete applications will not be entertained.
