Tender Description
Pakistan Telecommunication Authority (PTA) invites proposals for consultancy services to support the preparation of an artificial intelligence-based digital DIRBS (Device Identification Registration and Blocking System) for the financial year 2026-27. The consultancy will cover technical, registration, and financial aspects for the implementation of DIRBS and related digital solutions. Bidders are required to provide consultancy services for the preparation and operationalization of DIRBS, including technical feasibility, cost estimation, and implementation planning.
Items being procured:
- Consultancy services for artificial intelligence-based digital DIRBS preparation, including technical, registration, and financial modules
- Preparation of technical and financial proposals as per RFP requirements
- Support for implementation and integration with EPADS v2.0 (e-Pak Acquisition and Disposal System)
The technical scope includes the development of a comprehensive consultancy report, feasibility studies, and actionable recommendations for the deployment of DIRBS using artificial intelligence. The selected consultant will be responsible for preparing detailed technical and financial proposals, ensuring compliance with PTA and EPADS requirements, and supporting the authority in the procurement and implementation process.
Eligible bidders must be registered consultancy firms with relevant experience in digital systems, artificial intelligence, and telecom sector projects. Firms must be listed on the FBR Active Taxpayers List and comply with Public Procurement Rules 2004. Earnest Money (Bid Security) must be submitted as per the RFP instructions. Proposals must be submitted online via EPADS v2.0 by 27 August 2026, 11:00 AM, with the RFP opening at 11:30 AM the same day. Manual submissions are not accepted.
