Tender Description
This tender invites consultancy firms to provide expert services for the construction supervision and preparation of bidding documents for the Academic Block and External Development Works at University of Haveli, Kahuta, AJ&K. Issued by the University of Haveli Kahuta, Directorate of Works, Planning & Development, this opportunity focuses on consultancy services in the field of construction supervision and project management.
The scope includes reviewing existing designs, preparing Engineers' Estimates, BOQs, tender documents, and providing detailed resident supervision throughout the construction phase. The project site covers 21 kanals of mostly plain terrain with slight terraces, accessible by road. The consultancy will ensure quality assurance, timely progress, and adherence to engineering standards for the academic block and associated external development and protection works. The assignment spans 20 months, including 2 months for pre-construction planning and 18 months for supervision.
Consultants must be registered with the Pakistan Engineering Council (PEC) and active on the Federal Board of Revenue (FBR) tax list. The selection follows a Quality cum Cost Based Selection (QCBS) method with an 80% weight on technical and 20% on financial proposals. Firms should prepare technical and financial proposals separately, adhering to PEC and PPRA guidelines. The tender requires PEC registration in relevant categories and compliance with FBR/ATL status for the fiscal year 2025-26.
Proposals must be submitted by the deadline of 17th February 2026 at 1400 HRS, with technical proposals opened at 1430 HRS the same day at the Vice Chancellor Secretariat, University of Haveli, Kahuta.
