Tender Description
This tender invites consultancy firms to provide expert services for the feasibility study, detailed design, and top supervision of fruit and vegetable markets, grain markets, bus terminals, and livestock markets across Balochistan, specifically centered in Quetta. The Balochistan Public Procurement Regulatory Authority seeks qualified national or international firms with proven experience in agricultural and market infrastructure projects to ensure efficient and sustainable development.
The consultancy will cover comprehensive engineering tasks including site assessments, structural designs, and supervision of construction activities. The markets and terminals are critical for regional trade and require specialized knowledge of cold storage, warehouse design, and market logistics. The project demands firms with PEC registration in relevant categories and a strong track record in similar agricultural infrastructure projects within Pakistan.
Bidders must hold a valid PEC registration with codes covering agriculture and market infrastructure, be on the Active Taxpayers List (ATL), and not be blacklisted by any procuring agency. The tender requires a 2% bid security and adherence to Balochistan Public Procurement Rules 2014. Firms should ensure compliance with FBR and PEC requirements for the financial year 2025-26 to avoid disqualification.
The submission deadline is set for 25 March 2026 at 09:00 AM, with bid opening at 10:00 AM on the same day. Proposals must be submitted to the Office of the Executive Engineer (Buildings), City Quetta Whyte Road. Interested firms should prepare their technical and financial bids carefully, ensuring all documentation and bid securities are in order.
Pro-Tip: Make sure to verify the exact PEC service codes and ensure your firm’s registration is current and valid. Also, double-check the bid security format and submission timing to avoid last-minute disqualification. The tender emphasizes no subletting in direct contracts, so prepare your proposal accordingly.
