Consultancy Services for Selection of Financial Auditor for Hyderabad-Sukkur Motorway (M-6) Project Sections 4 & 5

The National Highway Authority (NHA) invites Expressions of Interest (EOI) from eligible Chartered Accountant firms for the provision of consultancy services for the selection of a Financial Auditor for the Hyderabad-Sukkur Motorway (M-6) Project, specifically for Sections 4 and 5. This opportunity is open to CA firms with substantial experience in audit assignments for government and donor-funded projects, and the assignment will be based in Islamabad. Items being procured: - Consultancy services for selection of Financial Auditor for Hyderabad-Sukkur Motorway (M-6) Project Sections 4 & 5 The technical scope includes the evaluation and selection of a financial auditor through a competitive process. Interested CA firms must submit detailed information as per the prescribed format, including firm profile, association details (if JV or sub-consultancy), staff information, and documentary evidence of relevant experience. Firms must demonstrate at least 15 years of experience (lead partner), be included in the SBP 'A-rated' list, have an office in Islamabad, and show audited accounts for the last three years. Minimum revenue and staff requirements apply, and international affiliation is preferred. The EOI must include summaries and details of general and specific audit assignments, especially those related to road infrastructure and donor-funded projects. Eligibility criteria require the lead partner to have at least 15 years of experience, valid registration with ICAP, inclusion in the latest QCR and AOB lists, and a valid NTN. JV partners must have at least 5 years of experience. All documents must be stamped, signed, and submitted in hard book binding. Only specified assignments will be evaluated, and incomplete EOIs will not be considered. EOIs will be evaluated based on technical competence, general and specific experience, and compliance with IsDB and NHA guidelines. The shortlist will consist of five to six CA firms. Submissions must be made strictly in accordance with the instructions and annexures provided in the notice. A practical tip: Ensure all documentary evidence is attached directly to the relevant assignment and that the proposal is properly bound and paginated, as loose or collective attachments may lead to disqualification.
