Consultancy Services for Conducting Heat Rate Test of RFO Based IPPs in Pakistan

Central Power Purchasing Agency (Guarantee) Ltd. is inviting proposals for consultancy services to conduct heat rate tests of RFO based Independent Power Plants (IPPs) across Pakistan. This opportunity is open to eligible consultancy firms with relevant experience in the power sector, particularly those familiar with performance testing and technical evaluation of thermal power plants. Items being procured: - Consultancy services for conducting heat rate test of RFO based Independent Power Plants (IPPs) in Pakistan The technical scope includes comprehensive heat rate testing, data analysis, and reporting for RFO based IPPs, ensuring compliance with regulatory and operational standards. The selected consultant will be responsible for planning, executing, and documenting the heat rate tests as per the terms of reference provided in the bidding documents. Interested firms must submit their technical and financial proposals electronically via PPRA Pak e-PADS V2.0. Bidders are required to prepare their submissions in accordance with the instructions in the bidding documents, which detail the procedure for bid security, bid validity, opening of bids, and evaluation criteria. The documents can be downloaded free of cost from the CPPA-G website. A pre-bid meeting will be held at the CPPA office in Islamabad on Wednesday 19th August 2026 at 11:00 AM. Bids must be submitted by Monday 7th September 2026 at 11:00 AM via the e-PADS portal. The opening of bids will take place the same day at 11:30 AM at the CPPA-G office.
