This tender invites consulting firms to provide specialized services for the Impact Evaluation of the National SME Policy 2021 and the development of National SME Policy 3.0 in Lahore under the Small and Medium Enterprises Development Authority (SMEDA). The assignment includes a comprehensive assessment of the existing policy's effectiveness, identifying gaps, and designing a forward-looking policy framework with a digital coordination and monitoring & evaluation (M&E) system. The consultancy will involve quantitative and qualitative research, stakeholder consultations, and the creation of a digital platform for real-time policy tracking.
The scope covers detailed impact evaluation using econometric methods, surveys, and interviews with policymakers and SMEs, including women and youth-led enterprises. The new policy will align with national priorities such as Uraan Pakistan and Sustainable Development Goals, emphasizing institutional coordination, inclusivity, and sustainability. The digital M&E framework will integrate data from federal and provincial agencies, provide dashboards, grievance redressal, and public transparency portals.
Consultants must be registered, tax compliant, and demonstrate relevant experience with international experts in SME development and policy evaluation. The contract duration is 12 months starting 15 days after signing, with payments linked to deliverables including inception report, impact evaluation, and final policy development. Submission requires technical and financial proposals via EPADS by the deadline.
Ensure compliance with PEC categories, maintain active tax status on FBR's ATL, and provide bid securing declarations and performance guarantees.
