Tender Description
The Communication and Works Department of Khyber Pakhtunkhwa, based in Peshawar, is seeking consultancy services through a Request for Proposal (RFP) via the EPADS platform. This tender invites qualified consultants to develop an Operation and Maintenance (O&M) Manual across the C&W Department and to design a Building Facility Management System (BFMS). The scope includes the feasibility study and design of roads, bridges, aerial ropeways, assessment of public buildings in Khyber Pakhtunkhwa, and provision for institutional strengthening.

- Consultancy for Developing an Operation & Maintenance (O&M) Manual across C&W Department
- Development of Building Facility Management System (BFMS)
The consultancy service is defined in the Terms of Reference (TORs), which can be obtained from the official website of the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) and the C&W Department or purchased from the RAMS Unit office during working hours. The project demands expertise in infrastructure assessment, institutional strengthening, and facility management systems.
Eligible firms or joint ventures must submit comprehensive technical and financial proposals in English, adhering strictly to the TORs. The selection will follow the Quality and Cost-Based Selection (QCBS) method. Firms should ensure valid PEC registration, FBR/ATL compliance, and relevant experience in similar consultancy assignments.
The pre-proposal meeting is scheduled for 14 July 2026. The final submission deadline is 24 July 2026 at 12:00 PM via EPADS. Proposals will be opened in the DCSC meeting chaired by the Secretary C&W. All applicable taxes including stamp duty, service charges, and sales tax will be borne by the successful firm.
