Tender Description
The Oil and Gas Regulatory Authority (OGRA), Islamabad, is procuring consultancy services for a comprehensive study on optimizing motor gasoline transportation through the White Oil Pipeline (WOP) and Machike–Faisalabad–Mahmoodkot (MFM) pipeline system. This assignment focuses on enhancing the efficiency and resilience of Pakistan's national oil supply chain, specifically targeting the transportation of petrol and diesel from ports to upcountry depots. The study will cover the entire WOP/MFM system spanning over 1,149 km, including storage facilities and pipeline operations.
The technical scope includes evaluating the optimum petrol movement share through the pipeline, assessing the need for a strategic road tanker fleet, analyzing port-side congestion risks at FOTCO jetty, and examining the impact of seasonal demand and international price volatility on pipeline reliability. The consultant will also propose alternate operating strategies, storage improvements, and port congestion mitigation plans. Coordination with key stakeholders such as PAPCO, PARCO, PSO, and FOTCO is required.
Eligible firms must be registered with relevant income and sales tax authorities, possess at least ten years of experience in midstream and downstream oil sector consultancy, and have no conflict of interest or blacklisting history. The evaluation criteria emphasize technical expertise, relevant experience, and financial strength, with a minimum technical pre-qualification score of 70 points.
The submission deadline is **16 May 2026 at 11:00 AM**, with electronic proposals to be submitted via EPADS only. Bidders must provide a bid security of **PKR 500,000** in the form of a call deposit payable at Rawalpindi/Islamabad before bid opening. The financial bid should be lump sum and valid for six months. The contract includes a performance guarantee of 10% of the contract amount.
