Tender Description
The Ministry of Energy (Power Division) through its Program Implementation Unit (PIU) is seeking expressions of interest from qualified individual consultants for the position of Procurement & Contract Specialist. This consultancy is part of the Electricity Distribution Efficiency Improvement Project (EDEIP) funded by the World Bank under IBRD:93180, aiming to enhance affordable electricity, energy security, and sustainability in Pakistan.
The consulting services to be procured on a purely contractual basis include the role of Procurement & Contract Specialist. The key qualifications required are a Master's degree in Business Administration, Supply Chain Management, Finance, Management Sciences, Engineering, or a related discipline from an HEC-recognized university or foreign institution recognized by the Higher Education Commission of Pakistan. Additional weightage will be given to candidates with procurement-related certifications, diplomas, or professional training from reputable local or international institutions. Proficiency in MS Office applications and fluency in English and Urdu, both written and spoken, are essential.
Experience requirements include a minimum of ten years of professional experience in procurement management of goods, works, non-consulting and consulting services, with preference for prior experience in the power sector. Hands-on experience with procurement software and strong knowledge of public procurement regulatory, audit, and assurance procedures are mandatory.
