Tender Description
This tender invites consultancy firms to prequalify for conducting research studies and developing strategic plans for the SME sector in Lahore under the Small and Medium Enterprises Development Authority (SMEDA). The focus is on comprehensive sectoral and cluster analysis, market research, and strategic framework development to support SME growth and competitiveness in Pakistan.
The scope includes detailed research studies covering value chains, investment opportunities, and action plans for SME development. Firms will provide inception reports, comprehensive study reports, data analysis, stakeholder workshop proceedings, policy briefs, and presentations. The work demands expertise in economic research, sector analysis, and strategy formulation, with a strong emphasis on evidence-based interventions tailored to SME challenges.
Applicants must meet eligibility criteria including valid NTN, active taxpayer status, financial stability with a minimum turnover, and no blacklisting. PEC category is not applicable as this is a consultancy service. Firms should ensure compliance with FBR and ATL requirements for the fiscal year 2025-26 to avoid disqualification.
