Tender Description
The Project Director Revamping Projects of SPH & BMC, Quetta is inviting electronic proposals through the Electronic Public Procurement System (EPPS) for consultancy services related to the revamping of Bolan Medical Complex (BMC), Quetta. This tender is specifically for the design and top supervision of the revamping project. Items being procured:

The scope involves providing expert consultancy for the design and supervision of the revamping works at BMC, ensuring compliance with technical standards and project requirements. The consultancy firm will be responsible for overseeing the project execution and ensuring quality control throughout the process.
Eligibility criteria require firms to be registered with FBR (Income Tax) and listed on the Active Taxpayers List (ATL). A valid Balochistan Revenue Authority (BRA) registration certificate is mandatory. Firms must be registered with the Pakistan Engineering Council (PEC) as Consulting Engineering Firms with specialized codes 1201 and 0563. Experience in assignments of similar nature and complexity is essential. Additionally, firms must demonstrate a minimum average annual turnover of PKR 3,000,000 over the last three financial years. Blacklisted firms by any procuring agency or authority in Pakistan will not be considered.
The procurement will follow the Balochistan Public Procurement Rules, 2014, under a Single Stage β Two Envelope Procedure. A bid security of 2% of the estimated cost must be submitted as a Call Deposit or Bank Draft from a scheduled bank in favor of the undersigned. Financial proposals will only be opened for those consultants whose technical proposals qualify.
The last date and time for submission of e-bids is **20 July, 2026 at 12:00 PM**. Technical proposals will be opened on the same day at 01:00 PM. Submission must be made exclusively through the EPPS online portal.
