Tender Description
The Public Procurement Regulatory Authority (PPRA) based in Islamabad Capital Territory is procuring consultancy services for a comprehensive Comparative Cost Analysis of Commonly Procured Goods and Services by various Ministries and Divisions for the financial year 2026-27. This consultancy aims to enhance procurement efficiency and transparency across government entities by analyzing cost variations and benchmarking prices.

- Identification and Selection of Goods and Services (1 job, 15 days)
- Data Collection, Cleaning, and Validation (1 job, 30 days)
- Comparative Price and Cost Analysis (1 job, 15 days)
- Analysis of Cost Drivers and Inefficiencies (1 job, 15 days)
- Development of Analytical Framework and Price Variation Assessment Approach (1 job, 15 days)

The technical scope includes reviewing procurement datasets from e-PADS and other sources, examining 30-40 commonly procured goods and 2-3 high-frequency services, cleaning and validating data, conducting cross-ministry price comparisons, analyzing price variations and inefficiencies, and developing replicable benchmarking methodologies aligned with PPRA regulations and international best practices.
Eligible bidders must have a minimum of 2 years' experience with government or semi-government organizations, UN or MDBs, and demonstrate successful studies relevant to comparative cost analysis. Registration with FBR and ATL is mandatory. The evaluation will follow Least Cost Based Selection (LCBS) with a minimum technical score of 70 out of 100.
The bid submission deadline is **Wednesday, July 22, 2026 at 02:00 PM** via EPADS v2.0 only; manual submissions will not be accepted. The technical proposals will be opened the same day at 02:30 PM.
