Tender Description
The Public Procurement Regulatory Authority (PPRA) based in Islamabad Capital Territory is procuring consultancy services for drafting public procurement regulations. This procurement is specifically for hiring consultant firms or individual consultants to develop regulatory frameworks and request for proposal documents aligned with the Authority's mandate and Public Procurement Rules. The scope includes drafting Pool of Experts Regulations 2026, Pool of Independent Firms Regulations 2026, Complaint Handling Mechanism Regulations, and related operational guidelines. The consultant will also conduct stakeholder consultations and validation with government departments, procuring agencies, procurement professionals, and legal experts.
The assignment requires a detailed technical proposal demonstrating understanding of the assignment, methodology, work plan, and risk mitigation strategy. Eligibility criteria include registration with relevant authorities, active tax payer status, and minimum two years of relevant experience including successful drafting and notification of regulations for at least one government or semi-government organization.
