Tender Description
Quetta Electric Supply Company Limited (QESCO) invites qualified consultancy firms to provide expert services for the evaluation of the technical and financial impact of photovoltaic (PV) solar integration on its distribution network in Quetta, Balochistan. This assignment is critical for understanding the effects of distributed solar generation on the utility's revenue streams, network stability, and tariff structures. The scope includes a comprehensive technical assessment of DG penetration, hosting capacity, power quality, and protection coordination, alongside a financial analysis of cost recovery challenges and tariff implications. The consultancy will also review policy and regulatory frameworks, propose revisions, and assess off-grid solar PV impacts. The firm must be registered with Pakistan Engineering Council, FBR, and SECP, and demonstrate relevant experience in similar projects, including international exposure. Key experts must have strong backgrounds in electrical engineering, distribution planning, financial analysis, and renewable energy impact assessment. The contract duration is 180 days with a submission deadline of June 22, 2026, at 11:00 AM. Proposals must be submitted online via EPADS, accompanied by a bid security of PKR 1,000,000. Technical bids will be opened publicly on the same day at 11:30 AM. Bidders are advised to carefully prepare their technical and financial proposals, ensuring compliance with PEC registration, tax status, and experience requirements. A practical tip for bidders is to ensure early registration on EPADS and to attend the pre-bid meeting scheduled for June 15, 2026, to clarify any queries and understand local conditions. Submission of complete documentation including bid security, PEC registration, and detailed CVs of key experts is essential for eligibility. This tender offers a significant opportunity for consultancy firms specializing in power distribution and renewable energy integration to contribute to sustainable energy development in Balochistan.
