Tender Description
Central Power Purchasing Agency Guarantee Limited (CPPA-G) Islamabad invites reputable international independent Consultants to provide specialized consultancy services for conducting heat rate tests of Independent Power Plants (IPPs) across Pakistan. This assignment is critical under the 2002 Power Policy and involves detailed evaluation of the actual efficiency of RFO based IPPs to ensure compliance with the latest operational and financial standards.
Items being procured:
- Consultancy services for conducting heat rate test of Nishat Power Kasur IPP
- Consultancy services for conducting heat rate test of Nishat Chunian Kasur IPP
- Consultancy services for conducting heat rate test of Liberty Power Faisalabad IPP
- Consultancy services for conducting heat rate test of Attock Gen Rawalpindi IPP
- Consultancy services for conducting heat rate test of HUBCO Narowal IPP
The scope includes preparation of heat rate test procedures, methodology development, site visits, calibration checks of meters, data collection, uncertainty analysis, and final reporting. The Consultant will deploy qualified professionals full-time to complete the work within nine months plus a three-month grace period. The contract requires adherence to international standards such as ASME PTC 46-2015 and ISO-3046, with all reports and data to be jointly signed by IPP representatives, CPPA-G, and the Consultant.
Eligibility criteria include registration with PEC/IEEE, FBR active tax filer status, and proven experience in heat rate testing of power plants. The bidding process follows a single stage two envelope procedure with technical and financial proposals submitted separately. Earnest money and a non-refundable tender document fee of Rs. 100,000 are required. Performance Guarantee of 20% of contract value will be demanded upon award.
Bids must be submitted to Senior Manager Technical-IV, CPPA-G, Shaheen Plaza, Blue Area, Islamabad by 07-09-2026 at 11:00 AM. Technical proposals will be opened the same day at 11:30 AM. Financial proposals of technically qualified bidders will be opened later. CPPA-G reserves the right to accept or reject any or all bids as per PPRA rules.
