Consultancy Services for Phase-2 Incentive Transition and Ecosystem Strengthening Program for Special Technology Zones Authority

The Special Technology Zones Authority (STZA), Islamabad, is procuring consultancy services for its Phase-2 Incentive Transition and Ecosystem Strengthening Program. This assignment aims to support STZA in designing a fiscally sustainable, performance-based incentive framework for Special Technology Zones in Pakistan, benchmarking global best practices, and piloting reforms in selected zones. The scope includes legal review, fiscal modeling, ecosystem analysis, stakeholder consultations, and institutional strengthening. The consultant will provide two full-time resources at STZA's Islamabad office and engage with IMF and other stakeholders throughout the contract duration. Eligible firms must have at least 15 years of consulting experience in policy advisory, tax advisory, economic or industrial consulting, and be registered with FBR and ATL. The technical evaluation includes firm experience, key experts' qualifications, and organizational capacity. The financial bid will be evaluated on a quality and cost basis. The earnest money of **PKR 3,000,000** in the form of a Pay Order must be submitted before the deadline. The submission deadline is **4th June 2026 at 1100 hrs** via EPADS portal only; hard copies not submitted on EPADS will be rejected. The technical proposal must be in full technical proposal (FTP) format. The contract duration is up to 48 months with payments linked to approved deliverables.
