Consultancy Services for Organizational Transformation of Pakistan Airports Authority

The Pakistan Airports Authority (Planning & Development Directorate) invites qualified consulting firms and joint ventures to submit applications for the provision of Consultancy Services for Organizational Transformation of Pakistan Airports Authority (PAA) headquartered in Karachi, Sindh. This consultancy aims to support PAA in a comprehensive organizational transformation, benchmarking against leading international airport authorities and air navigation service providers. Items being procured: - Organizational Diagnostic & Benchmarking - Corporate Strategy Development - Target Operating Model & Organizational Transformation - Performance Management & Human Resource Framework - Transformation & Implementation Roadmap - Transformation Office (TO/TMO) Design and Establishment - Digital & Technology Transformation - Commercial, Sustainability & Sourcing Transformation - Business Development & Revenue Enhancement Unit Design - PPP Cell Establishment - Implementation Support & Transformation Management - Capacity Building, Knowledge Transfer & Handover - Public-Sector & Regulatory Alignment The scope includes a detailed assessment of PAA's current organizational and operational arrangements, development of a corporate strategy with KPIs, realignment of organizational structures, and establishment of governance and performance frameworks. The consultancy will also focus on digital modernization, revenue enhancement, PPP project facilitation, and transformation office setup. Applicants must demonstrate a minimum of ten years consultancy experience, operations in at least three countries, and have completed at least three similar assignments for airport authorities or comparable aviation-sector organizations. A minimum average annual turnover of PKR 14 Billion over the last three financial years is required. Registration with FBR and SECP (or relevant foreign authority for JV partners) is mandatory.
