Tender Description
The Project Director Construction of 100 Dams in Balochistan is procuring consultancy services under the initiative Recharge Pakistan. This project focuses on building Pakistan resilience to climate change through ecosystem-based adaptation (EBA) and green infrastructure (GI) for integrated flood risk management specifically in Balochistan. The consultancy scope includes providing expert advisory and technical services to support climate resilience and flood risk mitigation using nature-based solutions.
Eligible bidders must be well reputed national or international firms or joint ventures registered with FBR for Income Tax and Balochistan Revenue Authority (BRA). They must be on the Active Taxpayers List (ATL) and hold valid PEC registration as a Consulting Engineering Firm with relevant code 1205. Firms blacklisted by any procuring agency in Pakistan are not eligible. The bidder should demonstrate assignments of similar nature and complexity with a turnover of at least PKR 81,756,539 in the last three years.
The tender follows the Balochistan Public Procurement Rules 2014 and uses a Single Stage Two Envelope Bidding Procedure. Bidders must submit their technical and financial proposals electronically via the Electronic Public Procurement System (EPPS). Earnest Money or Bid Security of 2% of the bid value is mandatory, payable through a scheduled bank in the name of the undersigned. The last date for bid submission is 04 June 2026 by 12:00 PM, with tender opening at 01:00 PM the same day at the Project Director office.
A practical tip for bidders is to ensure their technical proposal is comprehensive and meets all eligibility criteria before submission, as only technically approved bids will have their financial proposals opened. Early registration on EPPS and careful preparation of bid security documentation will help avoid last-minute issues. This tender offers a significant opportunity for consulting firms specializing in climate adaptation and flood risk management in Balochistan.
