Consultancy Services for Study on Provincial Own-Source Revenue Potential, Revenue Gap and Revenue Administration Reform in Balochistan

The Finance Department Balochistan invites proposals for consultancy services titled Study on Provincial Own-Source Revenue Potential, Revenue Gap and Revenue Administration Reform in Balochistan. Items being procured: - Study on Provincial Own-Source Revenue Potential, Revenue Gap and Revenue Administration Reform in Balochistan with an estimated cost of Rs. 70,000,000. The procurement will be conducted under the Balochistan Public Procurement Rules - 2014. Eligibility criteria require bidders to have completed 3 assignments of similar nature and complexity with a turnover of at least PKR 50,000,000 in the last 3 years. Bidders must be active on the tax payer list, hold a valid BRA registration certificate, and must not be blacklisted by any procuring agency of Pakistan. The bidding firm or joint venture must have at least 8 years of experience. The procedure of procurement is QCBS with a 70% weightage on quality and 30% on financial proposal. Bid security of 2% of the bid amount must accompany the bids in the form of a scheduled bank pay order. Financial proposals will be opened only for those consultants whose technical proposals are approved. Selection will be based on evaluation criteria as per the Request for Proposal document. The last date for bid submission is 14 October 2026 till 12:00 PM. A pre-bid workshop session will be held on 09 October 2026 at 10:30 AM in the Meeting Room of the Finance Department. Tender opening will be on the same day at 01:00 PM at the office of the undersigned. Bidders are advised to carefully prepare their technical proposals to meet the evaluation criteria and ensure timely submission to avoid disqualification.
