Tender Description
The Pakistan Software Export Board (PSEB) Islamabad invites proposals for consultancy services under the initiative of 'Revamping IT Industry Landscape'. This procurement is for third-party validation, performance audit, monitoring and verification of skill development initiatives and tracer research. The consultancy services are aimed at ensuring quality and accountability in the implementation of skill development programs funded by PSEB for the financial year 2026-27.

The procurement will be conducted through a Single Stage-Two Envelope procedure adopting Quality and Cost Based Selection (QCBS) technique. Eligible bidders registered on EPADS v2.0 are invited to submit their proposals. All proposals must be accompanied by a Bid Security in the form of Pay Order, Demand Draft or Bid Securing Declaration as per the bidding documents. The e-bidding documents containing detailed terms, conditions, specifications and requirements are available on the e-Pak Acquisition and Disposal System (EPADS) portal.
Proposals must be submitted through EPADS v2.0 on or before Thursday, September 10, 2026, 03:00 PM. Technical and financial bids will be opened on the same day at 03:30 PM. Manual submissions will not be entertained. Consultants/firms not registered on EPADS v2.0 are advised to register prior to submission. The procurement follows the Public Procurement Rules, 2004 and any amendments issued by the Authority.
Interested bidders should ensure compliance with PEC category requirements if applicable, valid FBR registration, and provide earnest money as specified. The submission address is the Pakistan Software Export Board office located at 6th Floor, New State Life Building, Blue Area, Islamabad.
A practical tip for bidders is to carefully review the e-bidding documents on EPADS and ensure timely registration and submission to avoid disqualification. Familiarity with the QCBS method and preparation of a comprehensive technical proposal will enhance chances of success.
