The firm must have ownership or lease agreements for survey equipment, pipeline pressure-testing equipment, and a mobile materials testing laboratory. Experience criteria include at least two assignments of similar nature and complexity with a turnover of at least PKR 200 million in the last three years, and supervision of projects with consultancy fees of PKR 250 million and project costs of PKR 10,000 million completed within the last 10 years. Eligibility requires registration with FBR for Income Tax and Balochistan Revenue Authority (BRA), active taxpayer status on the ATL, and no blacklisting by any procuring agency.
