Consultancy Services for Solarization of Six Government Buildings in Peshawar and Islamabad

Pakhtunkhwa Energy Development Organization (PEDO) invites technical and financial proposals from qualified consultants for consultancy services for the solarization of six government buildings located in Peshawar and Islamabad. The buildings included in this project are Provincial Assembly Secretariat, MPA Hostel, Speaker House, Governor House, KP House Islamabad, and PEDO House Peshawar. Items being procured: - Consultancy services for solarization of Provincial Assembly Secretariat - Consultancy services for solarization of MPA Hostel - Consultancy services for solarization of Speaker House - Consultancy services for solarization of Governor House - Consultancy services for solarization of KP House Islamabad - Consultancy services for solarization of PEDO House Peshawar The scope involves providing expert consultancy for the design, feasibility studies, engineering design, procurement services, and supervision/inspection of equipment installation for solar power systems at these sites. The consultant must have valid PEC registration with specialized codes 1210 and 1235, and service codes 0511 (Feasibility Studies), 0537 (Engineering Design), 0542 (Design Review), 0545 (Procurement Services), and 0547 (Supervision/Inspection of Equipment Installation). Additionally, registration with Khyber Pakhtunkhwa Revenue Authority (KPRA) and Federal Board of Revenue (FBR) is mandatory. A pre-proposal conference will be held at the Main Committee Room, PEDO House, Sector 38/B-2, Phase-V, Hayatabad, Peshawar on August 17, 2026 at 1100 Hrs. Bids must be submitted through the E-PAK Acquisition and Disposal System (EPADS) by August 27, 2026 at 1400 Hrs. Sealed hard copies of bids must also be delivered to the office at House# 21B/II, Abdara Road, University Town, Peshawar by the deadline. Technical proposals will be opened on the same day at 1430 Hrs in the presence of consultants' representatives. One practical tip for bidders is to ensure timely submission of both electronic and hard copies of bids as bids not submitted through EPADS will be declared non-responsive. Also, carefully review all RFP documents and ensure compliance with PEC and tax registrations to avoid disqualification.
