Consultancy Services for Third Party Review by Ministry of Federal Education & Professional Training Islamabad

The Ministry of Federal Education & Professional Training Islamabad invites Requests for Proposals (RFPs) for consultancy services under the contract for Third Party Review for the fiscal year 2026-27. The procurement is divided into two lots: - Federal Directorate of Education (FDE) - Federal Board of Intermediate & Secondary Education (FBISE) Eligible and registered consulting firms are invited to submit their proposals through the EPADS v2.0 electronic procurement system separately for each department. The selection will be conducted using Open Competitive Selection with Quality and Cost Based Selection (QCBS) under the Single Stage–Two Envelope Procedure. Technical proposals will carry 80% weightage and financial proposals 20%, in accordance with the Public Procurement Rules, 2004. The RFP documents contain detailed Terms of Reference, eligibility criteria, scope of services, deliverables, contractual conditions, and other requirements. These documents are available on the e-Acquisition & Disposal System (EPADS) portal at www.epads.gov.pk. Proposals must be submitted electronically through EPADS by 30th September 2026 at 11:00 a.m. Technical proposals will be opened the same day at 11:30 a.m. A pre-proposal meeting is scheduled for 21st September 2026 at 11:30 a.m. at the Committee Room, 1st Floor, Block-C, Ministry of Federal Education & Professional Training, Islamabad. Prospective consultants may submit queries through EPADS for clarification. Firms should ensure compliance with PEC registration, FBR/ATL status, and provide earnest money or bid security as required. Timely submission through the EPADS portal is critical to avoid disqualification. Bidders are advised to carefully review the RFP documents and attend the pre-proposal meeting for better understanding.
